The starting point is the business itself. Before an Innovator Founder visa application can be made, an approved endorsing body must assess the founder and the proposed business.

The business must normally be new, and the applicant must have generated the business idea or made a significant contribution to it.

The founder must also have a genuine and substantive role in the day-to-day management and development of the business.

The route is therefore aimed at active founders rather than passive investors seeking UK residence through a financial investment alone.

The Three-Part Founder Test

1. Innovative

The business proposition should be original and should meet a genuine market need or create a competitive advantage. It should not simply reproduce an ordinary business model already widely available in the market.

2. Viable

The founder should have the knowledge, skills, experience and market awareness required to deliver the business plan, and the proposal should be realistic having regard to the resources available.

3. Scalable

The business should demonstrate structured planning for growth, including the potential to create employment and expand into national and international markets.

The route may be appropriate where:

The proposition goes beyond simply opening another conventional business in an established sector.

There is a credible strategy for expansion, employment or wider market development.

An approved endorsing body must be satisfied that the founder and business meet the applicable requirements.

Endorsement Comes Before the Visa

An applicant cannot simply submit an Innovator Founder visa application based on their own assessment of the business.

The business or business idea must first be assessed by an organisation authorised by the Home Office to issue Innovator Founder endorsements.

If the endorsing body is satisfied that the relevant requirements are met, it can issue an endorsement letter which is then used as part of the immigration application.

Under the Immigration Rules, the endorsement letter must generally have been issued no more than three months before the date of the visa application.

Who Can Issue an Innovator Founder Endorsement?

Only organisations authorised by the Home Office can issue endorsements for new Innovator Founder applications.

As at September 2026, the Home Office lists UK Endorsing Services, Innovator International and Envestors Limited as business endorsing bodies able to issue new Innovator Founder endorsements.

The Global Entrepreneurs Programme, operated by the Department for Business and Trade, can also issue Innovator Founder endorsements to founders who have already been accepted onto that programme.

Legacy endorsing bodies are subject to different restrictions and generally cannot endorse entirely new applicants simply because they previously participated in the old Innovator or Start-up system.

What Does the Endorsing Body Examine?

The endorsement process extends beyond reading a business plan.

The endorsing body considers whether the proposed venture meets the innovation, viability and scalability requirements and whether the applicant is suitable to receive endorsement.

The current Immigration Rules also require the endorsing body to confirm that the applicant is considered a fit and proper person and that there are no concerns about the legitimacy of funds or unexplained wealth connected with the endorsed business.

The founder should therefore expect scrutiny of both the commercial proposition and the credibility of the individual behind it.

The Business Plan

A strong Innovator Founder application normally requires a coherent commercial proposition rather than a document written simply to resemble a visa business plan.

The evidence should explain the problem the business addresses, the proposed solution, target customers, competitive landscape, revenue model, resources, founder capability and strategy for growth.

A founder should be able to explain:

• what problem the business solves;

• what is genuinely different about the proposed solution;

• who the customers are and why they will buy;

• who the competitors are;

• how the business will generate revenue;

• why the founder is capable of delivering the plan; and

• how the business can grow beyond its initial market.

Is There a Minimum Investment Requirement?

There is no general fixed £50,000 minimum investment requirement for a new Innovator Founder visa in the way that applied under the previous Innovator route.

However, this does not mean funding is irrelevant.

Where the applicant is establishing a new business, the endorsing body must be satisfied that the founder has sufficient funding for the business and can explain the source of that funding.

The level of capital required will therefore depend on the business model and what is realistically necessary to implement the proposal.

Source of Funds

The source and legitimacy of business funding can form part of the endorsement assessment.

The applicant should be able to explain where the business funding has come from and how it will be transferred and used.

The Immigration Rules require endorsing bodies to consider whether there are concerns relating to the legitimacy of sources of funds, transfers of funds or unexplained wealth connected with the endorsed business.

Funding evidence should therefore be consistent with the wider business plan and founder’s financial circumstances.

Founder Involvement

The applicant must have a key role in the day-to-day management and development of the business.

This makes the route fundamentally different from a passive investment model.

A founder should expect to demonstrate their personal contribution to the business proposition and how they will remain substantively involved in developing it.

Where several founders are involved, each applicant’s individual role and contribution should be clear.

English Language Requirement

An Innovator Founder applicant must satisfy the English language requirement at level B2 unless an applicable exemption or previously satisfied requirement applies.

The requirement covers speaking, listening, reading and writing.

The way in which the requirement is demonstrated will depend on the applicant’s nationality, qualifications, immigration history and other circumstances.

Maintenance Funds

An applicant may also need to meet the financial requirement.

The current GOV.UK guidance states that an applicant who needs to show maintenance must normally demonstrate at least £1,270 held for 28 consecutive days before the application.

Different rules can apply where the applicant has already been lawfully present in the UK for the required period before switching or extending.

Business investment funds cannot simply be counted as personal maintenance funds where the rules do not permit this.

Can You Switch to Innovator Founder From Inside the UK?

Many applicants can potentially switch to Innovator Founder from another immigration route while in the UK.

However, the Immigration Rules exclude switching from certain categories, including Visitor, Short-term Student, Parent of a Child Student, Seasonal Worker and Domestic Worker in a Private Household permission, as well as some other circumstances.

The applicant’s existing immigration status should therefore be checked before the endorsement and visa timetable is finalised.

How Long Is the Innovator Founder Visa Granted For?

Successful applicants are normally granted permission for three years.

The same three-year period applies to an initial application and to an extension under the route.

There is currently no fixed limit on the number of extensions that can be made, provided the applicant continues to satisfy the applicable requirements.

Mandatory Contact Point Meetings

Receiving the visa does not end the endorsement relationship.

During the three-year period, the founder must have mandatory contact point meetings with the endorsing body to demonstrate progress with the endorsed business.

Current GOV.UK guidance states that these meetings take place at least twice during the period of permission, commonly around the 12-month and 24-month stages.

Think beyond the visa approval

Year 0 → endorsement and Innovator Founder application

Year 1 → first mandatory progress contact point

Year 2 → further mandatory progress contact point

Year 3 → extension or settlement assessment, depending on achievements and eligibility

If the endorsing body withdraws the endorsement, this can affect the founder’s immigration permission.

It is therefore sensible to treat endorsement compliance and business progress as continuing requirements rather than matters relevant only to the original application.

Can an Innovator Founder Work Outside Their Business?

Yes, subject to the restrictions of the route.

Current GOV.UK guidance permits an Innovator Founder to work for their own business and also undertake employment outside the business where the outside job requires at least a level 3 qualification.

The founder cannot work as a professional sportsperson, including as a sports coach.

The outside employment should not undermine the applicant’s continuing key role in managing and developing the endorsed business.

Can Family Members Come to the UK?

An eligible partner and dependent children can apply to accompany or join an Innovator Founder.

Each dependant must make their own application and satisfy the applicable requirements.

Where settlement is the longer-term objective, the immigration position of family members should also be considered separately because their qualifying requirements may differ from those applying to the founder.

Innovator Founder Visa Fees

There are several separate costs associated with the route.

The Home Office currently charges a visa application fee, and the immigration health surcharge will normally also apply.

In addition, the current Home Office-authorised endorsement structure provides for an endorsement assessment fee of £1,000 paid directly to the endorsing body.

Mandatory contact point meetings currently cost £500 per meeting and at least two such meetings are required during the period of permission.

Government and endorsing body fees can change, so the current amounts should be checked immediately before an application is made.

Processing Times

Current GOV.UK service standards state that an Innovator Founder visa application made from outside the UK will usually receive a decision within three weeks once the application, identity verification and supporting documents have been completed.

Applications made from within the UK are usually decided within eight weeks.

Cases can take longer where further verification, documents or an interview are required.

Innovator Founder Settlement After Three Years

A route that can lead to settlement in 3 years

Unlike many temporary business immigration routes, Innovator Founder can lead to indefinite leave to remain after three qualifying years, but the business must demonstrate specified achievements and the founder must meet the settlement requirements.

For settlement, the applicant must have spent at least three years in the UK with permission under the Innovator Founder route.

The founder must obtain a further endorsement confirming the relevant business achievements and continuing role in the business.

The applicant must also satisfy the continuous residence requirements and, where applicable, the Knowledge of Life in the UK requirement.

The Settlement Business Test

Settlement is not automatic simply because three years have passed.

The endorsing body must confirm significant achievements against the business plan and the business must satisfy at least two of the specified settlement criteria.

Examples of settlement milestones

Investment → at least £50,000 invested and spent developing the business.

Customer growth → customer numbers have at least doubled within the relevant period and exceed the average for comparable UK businesses.

Intellectual property → significant research and development activity resulting in an application for UK intellectual property protection.

Revenue → at least £1 million gross revenue in the relevant full year.

Export growth → at least £500,000 gross revenue, including at least £100,000 from overseas exports.

Employment → creation of the equivalent of at least 10 full-time jobs for settled workers meeting the applicable duration requirement.

Higher-value employment → creation of the equivalent of at least 5 full-time jobs for settled workers with an average salary of at least £25,000, subject to the applicable requirements.

At least two qualifying criteria must be met. Founders should therefore think about settlement from the beginning rather than waiting until the final months of the three-year period.

Building the Business With Settlement in Mind

A business strategy that is strong enough for initial endorsement is not automatically sufficient for settlement.

The founder should understand which measurable outcomes the business could realistically achieve during the three-year period.

For one business, intellectual property and investment may be the logical route. For another, customer growth and employment creation may be more realistic. A high-growth export business may focus on revenue and overseas sales.

The commercial plan should remain genuine. Settlement criteria should not replace sensible business decisions, but awareness of the criteria can help the founder maintain the evidence needed to demonstrate genuine achievements later.

Common Innovator Founder Problems

Applications can encounter difficulties at either the endorsement or immigration stage.

Common issues can include a proposal that is commercially credible but insufficiently innovative, unrealistic financial assumptions, weak evidence of scalability, uncertainty about the founder’s personal contribution, inadequate explanation of funding, or inconsistency between the endorsement material and immigration application.

A founder should therefore avoid treating the endorsement application, business plan and visa application as separate exercises. They should tell a consistent and evidenced story.

What If an Innovator Founder Application Is Refused?

A refusal should be reviewed against the precise reason given by the Home Office.

The appropriate response will depend on whether the problem concerns immigration eligibility, suitability, the endorsement, supporting evidence or the way the decision was made.

An Innovator Founder refusal can potentially carry a right to Administrative Review where the applicable rules provide for it.

Innovator Founder or Another UK Business Route?

Innovator Founder is not necessarily the right route simply because someone owns or wants to establish a UK company.

An overseas business expanding into the UK may instead need to consider UK Expansion Worker.
